The project required the extension of runway 09/27 and the formation of safety zones to the ends of the runway strip, improved airside pavements, new buildings to replace existing buildings, a new road to the east of the airport connecting the airport to the A561 and thereby way of the A5300 to J6 on the M62 and, a new light railway connection to the airport from Garston railway station located on the national rail network. The master plan proposed a linear development of airport operational buildings. Other buildings requiring a frontage onto the passenger aircraft parking aprons were also planned along the north boundary to assist in creating a partial noise barrier between the aircraft manoeuvring pavements and the Speke housing estate to the north of the airport.
